Dr. Mehmet Oz, the newly appointed Medicaid czar, has set his sights on New York's massive Medicaid program, which he believes is riddled with waste, fraud, and abuse. In a bold move, Dr. Oz has launched an investigation, sending a letter to Governor Kathy Hochul and key state officials, demanding answers and transparency.
The letter, obtained by The Post, contains 50 probing questions aimed at understanding the state's efforts to control costs and prevent fraud. Dr. Oz emphasizes the need for public confidence and protection of beneficiaries, stating, "I am formally requesting detailed information to ensure the integrity of New York's Medicaid program."
A Costly Affair
Medicaid, a public health insurance program, is jointly funded by federal, state, and local governments. New York, however, stands out with its exorbitant spending. Dr. Oz highlights that the state's average spending per Medicaid beneficiary is a staggering $12,528, a whopping 36% higher than the national average. New York's Medicaid spending per resident is the highest in the country, nearly 80% above the national average.
"These elevated costs are a result of various factors," Dr. Oz explains, "including a larger Medicaid population, potential fraud, expansive benefit structures, and excessive provider payment levels compared to other states."
A Growing Concern
More than 6.8 million New Yorkers, a significant 34% of the state's population, are currently covered by Medicaid. Dr. Oz identifies the rapid growth of the program as a key concern, particularly the increase in workers serving elderly New Yorkers in home care, adult day care, and personal care programs.
He cites examples of criminal fraud, such as the $68 million scam in Brooklyn, where healthcare kickbacks were paid for services never provided. Another case involved arrested defendants in a home health aide fraud scheme, where Medicaid was billed for services that were never delivered.
The Post also recently exposed how New York allegedly lost millions in taxpayer funds through the Consumer Directed Personal Assistance Program and how it spends up to $400 million annually on Social Adult Day Care centers, which largely duplicate senior center offerings.
"These cases highlight ongoing vulnerabilities and the need for structural integrity measures," Dr. Oz states.
Transportation Troubles
Dr. Oz's letter also raises concerns about a 121% increase in spending on non-medical transportation services, suggesting potential coordinated fraud involving recruitment schemes, phantom rides, and inflated mileage claims.
He further expresses worry about providers billing for both adult day care and transportation services, which could lead to fraud through recruitment and transportation to non-existent sessions.
Mental Health Spending
Dr. Oz notes that spending on mental health and psychotherapy services appears high, warranting further investigation.
Previous Probes
Dr. Oz has previously launched similar investigations in California and Minnesota, uncovering billions in healthcare fraud.
Hochul's Response
Governor Hochul, in a statement, defended her administration's efforts to curb waste and fraud, particularly in home care and the Consumer Directed Personal Assistance Program [CDPAP]. She highlighted reforms that shut down hundreds of wasteful Medicaid middlemen, saving over $2 billion for taxpayers while protecting home care services.
"New York will continue to collaborate with the federal government to identify and address these issues," the statement read.
However, the governor's office also accused Republicans of attempting to cut healthcare services funded by Medicaid, stating, "The real goal for Donald Trump and Washington Republicans is to eliminate support for our most vulnerable citizens and take away healthcare from everyday New Yorkers."
