Court Rules Against Removing LTNs & Bike Lanes: What This Means for London's Future (2026)

The Court of Appeal's ruling on Tower Hamlets mayor Lutfur Rahman's removal of Low Traffic Neighbourhoods (LTNs) has sparked a heated debate. While some celebrate the decision as a victory for safer streets and active travel, others argue that it sets a dangerous precedent for local autonomy.

The judgment, handed down on Thursday, found that Rahman had failed to properly implement Tower Hamlets' Local Implementation Plan (LIP) when he ordered the removal of Bethnal Green LTNs, making the decision unlawful. This ruling has significant implications for schemes delivered across London in the last nine years, as active travel campaigner Laura Laker pointed out.

"Politicians can’t simply ‘rip out’ LTNs and bike lanes they don’t like," she said. "Some of those running in May’s elections are going to have to rethink their pledges."

The legal challenge was brought by the campaign group Save Our Safer Streets, which raised more than £100,000 to fund the case. They celebrated the win on X, saying, "WE WON! 🎉 Court of Appeal has ruled that Tower Hamlets' decision to remove Liveable Streets in Bethnal Green is UNLAWFUL. Councils can’t just tear out schemes without Mayor of London’s approval. This is a MAJOR precedent for London boroughs."

The mayor of London, Sadiq Khan, echoed this sentiment, stating, "Another example of us doing what is right for Londoners: More liveable neighbourhoods, Healthier communities, Fewer Collisions, Fewer deaths and serious injuries. Change isn’t easy, but I’m willing to make tough choices to make our city safer."

However, not everyone agrees with the ruling. Ian Smiler, a supporter of mayor Rahman, argued that LTNs displace traffic onto other roads, often from the roads of the well-to-do onto roads where less wealthy people live, causing increased noise and exhaust pollution. Mr_london33, a resident of Old Bethel Green Road, expressed frustration, saying, "Crime has gone up. To get to point A from point B I now have to travel a longer route, burning more fuel which adds to the pollution so how does that help?"

The controversy surrounding this case highlights the complex balance between local autonomy and the implementation of policies that benefit the wider community. As the debate continues, it is clear that the future of LTNs and bike lanes in London remains uncertain, with potential implications for upcoming elections and the city's transportation landscape.
